FRA Proposes Training Rule Revisions

On October 03, 2022 (87 FR 59749), the Federal Railroad Administration (FRA) published a Notice of Proposed Rulemaking (NPRM) in the Federal Register (FR) amending its regulation in 49 CFR Part 243 on Training, Qualification, and Oversight for Safety-Related Railroad Employees (Training Rule) to codify agency guidance and clarify existing requirements addressing issues raised in the American Short Line and Regional Railroad Association’s (ASLRRA) and the National Railroad Construction and Maintenance Association, Inc.’s (NRC) petitions for rulemaking, provide clarity to current requirements, and remove requirements that are no longer necessary. The requirements of this proposed rule would apply to employers of safety-related railroad employees, whether the employers are railroads, contractors, or subcontractors. Written comments on the proposed rule must be received by December 2, 2022. FRA will consider comments received after that date to the extent practicable.
