On February 15, 2023 (88 FR 9954), the Federal Motor Carrier Safety Administration (FMCSA) published a Notice in the Federal Register (FR) inviting the public to comment and input on the proposed changes to the carrier Safety Measurement System (SMS). Since 2010, FMCSA has used its Safety Measurement System to identify motor carriers for safety interventions. The National Research Council of the National Academy of Sciences (NAS) recommended on June 27, 2017, that FMCSA develop and test a new statistical model. This notice explains FMCSA’s analysis and the Agency’s proposed changes to SMS, and announces FMCSA’s preview of the proposed changes. Comments must be received on or before May 16, 2023.
