On November 20, 2020 (85 FR 74265), the Environmental Protection Agency (EPA) published a final rule in the federal register granting South Carolina final authorization for changes to its hazardous waste program under the Resource Conservation and Recovery Act (RCRA). The EPA published a proposed rule on September 11, 2020 (85 FR 56200) and provided for public comment. South Carolina submitted a complete program revision application, dated April 8, 2020, seeking authorization of changes to its hazardous waste program in accordance with 40 CFR 271.21. The EPA now makes a final decision that South Carolina’s hazardous waste program revisions that are being authorized are equivalent to, consistent with, and no less stringent than the Federal program, and therefore satisfy all the requirements necessary to qualify for final authorization. This final authorization is effective November 20, 2020.
